Ani Goyunyan has held the position of Chief Compliance Officer at the Central Bank of Armenia (CBA) since August 2022. In this role, she is responsible for overseeing and ensuring the CBA's compliance with Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT) regulations, economic sanctions, Conflict of Interest and Code of Conduct frameworks. Her duties include conducting institution-wide risk assessments, implementing mitigation plans, training staff, and providing expert guidance on, AML/CFT sanctions and ABC controls. Ms. Goyunyan's extensive experience includes her prior role as Program Manager at the Council of Europe's MONEYVAL Committee (2021-2022), where she contributed to mutual evaluations, horizontal reviews, and training sessions for countries undergoing FATF compliance assessments. Before this, she was Head of the International Relations Unit at the Financial Monitoring Center of the CBA, actively representing Armenia in multilateral AML/CFT forums including MONEYVAL, the Egmont Group, IMF, and UNCAC. She has been a bureau member of the Council of Europe's Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism (CETS 198). As an international expert she has participated in a number of countries' mutual evaluations conducted by the Council of Europe's MONEYVAL Committee and CETS 198. Ani Goyunyan's early career involved drafting key legislative amendments to Armenia's AML/CFT framework, co-authoring national risk assessments, developing typologies, and training stakeholders. She has also served as a lecturer for the Armenian Academy of Justice. Ani Goyunyan holds a Bachelor's degree in Law from Yerevan State University and an LLM from the American University of Armenia. She is a member of International Compliance Association, a Certified Anti-Money Laundering Specialist (CAMS), Certified Global Sanctions Specialist (CGSS), and Advanced Certified AML Specialist in Risk Management (CAMSRM). She has recently attained an International Compliance Association Diploma in Governance, Risk and Compliance awarded in association with Alliance Manchester Business School, The University of Manchester. She is also a certified assessor for both the Council of Europe's MONEYVAL evaluations and the CETS 198 Convention.
